Seishirou meets Syaoran in one of the many worlds that Syaoran has to travel through to find the pieces of Sakura's memory, Outo (Oto) Country (along with other X Characters like Seiichirou Aoki and Yuzariha Nekoi!). I think it's cute that they meet in Outo since, as I have read, the kanji for Outa translates to Sakura City. The Seishirou that Syaoran meets in still known as the Sakurazukamori, and is younger than the Seishirou that we meet in Tokyo Babylon and X/1999. You can tell it's Seishirou before he gives his name by one simple visual characteristic: the glass eye. And, he also still has the mark of the Sakurazukamori

Syaoran knew Seishirou in his own land of Clow, and this is the very same Seishirou. They know each other, as opposed to meeting the Seishirou of another world as the Time Witch warned the group could happen. In Clow, Seishirou taught Syaoran how to fight, since it takes special skill given that the both of them are both missing one eye.

What is Seishirou's purpose in Tsubasa Reservior Chronicle? As he tells Syaoran, he is looking for a brother and sister (Subaru and Hokuto?) that live on the blood of others... a pair of vampires. He has one of Sakura's Memory Feathers. In Outo, Seishirou uses the power of the feather to control the Oni, which he uses to do his bidding. Syaoran, of course, wants the feather. But, but he won't give it to Syaoran because he is using it to skip from dimension to dimension looking for this vampire pair of siblings. Seishirou fights to keep it, fights Fai, and wins. He KILLS Fai. Bad times. Fortunately, though, before he can get himself into real trouble, he is able to pop out of that world and go on to the next.
